Why KRA Sometimes Goes Through Your Luggage When You Land At JKIA

Nobody likes it when their personal belongings are displayed in public, especially when they land from another country. But as they say, the law is a jealous mistress. Sometimes it is on your side, and sometimes it is not. Back to the subject at hand, must one luggage be manually be checked when they land at Jomo Kenyatta International Airport?

The answer is no.

But first, what is the mandate of the Kenya Revenue Authority (KRA)?

  • To assess, collect and account for all revenues in accordance with the written laws and the specified provisions of the written laws.
  • To advise on matters relating to the administration of, and collection of revenue under the written laws or the specified provisions of the written laws.
  • To perform such other functions in relation to revenue as the Minister may direct

What happens when you land at JKIA from another country?

All checked-in baggage undergoes nonintrusive scanning before reaching the baggage hall, and hand luggage is similarly scanned upon arrival. Only bags flagged during this initial scanning are subjected to physical inspection by customs officers. This process aims to detect undeclared items, restricted goods, or contraband, ensuring the safety and security of all passengers.​ This happens in other airports as well. I am sure you might have seen some drills on TikTok as well.

If your luggage is flagged at the initial screening, then physically checked, if there is nothing that is among the undeclared items, restricted, or contraband, you are allowed to enter the country. To avoid this, declare everything that you are bringing into the country to make the process seamless.

At the same time, all passengers are granted a duty-free allowance of up to USD 500 for personal and household items. Items exceeding this value, including new electronics, luxury goods, or items intended for resale, must be declared and are subject to applicable taxes. Used personal effects are exempt from customs duties and do not require declaration.​

KRA is also currently investing in advanced scanning equipment to minimize the need for physical inspections. Starting July 1, 2025, all customs officers at JKIA will be equipped with body-worn cameras to enhance transparency and accountability during inspections to streamline the clearance process while respecting passengers’ privacy.​
